About Your Community

Silcott Meadows Homeowner Association (SMHOA), Inc. is a Virginia Domestic Corporation established on March 3, 2005.  The SMHOA serves the community of Black Oak Estates located in picturesque western Loudoun County and just minutes from historic downtown Purcellville, VA. Black Oak Estates is a small, relaxed community of twenty well maintained homes. Each home has a minimum of three acres , monument pillar lights, and is lined with black post/rail fencing.

Steeped in rich history and in the heart of Virginia’s Hunt and Wine Country, Black Oak Estates is just twenty minutes from Dulles airport and a short ride to our Nation’s capital. Purcellville is a quintessential small town with great food, wineries, breweries, distilleries and plenty of antiques. It sits just nine miles west of Leesburg and thirteen miles north of Middleburg.

Once you experience the celebrated Virginia Hunt and Wine Country you will want to call Black Oak Estates your home too!

Homeowner Assessment Fees

The annual assessment fee for the Association is $300.00. Payments are due in quarterly installments of $75.00.   There are several flexible payment options here including automatic withdrawal from your checking account, credit card payments and paying by check. Additionally, you can set up a different payment plan that works best with your finances. Please call our office to discuss your options.

Payments not received by the due date will be subject to finance charges and enforcement procedures of the Association which can include placing a lien on the home or seeking a personal judgment for the amount owed.

Trash Pickup

Each homeowners is responsible for their trash. Please keep all trash in receptacles and keep them put away except on your trash day.

LAWN CARE & LANDSCAPING

Care of the common area is provided through the association. Homeowners are responsible for the upkeep of their own yards.

Snow Removal

Snow removal is provided by VDOT.

Deed of Dedication and Bylaws

All HOA’s are governed by a Deed of Dedication, Bylaws and other supporting documents. These are legal and binding documents.  They provide an explanation of the rules and regulations that the homeowners agree to adhere to upon purchasing their home. Your Association’s budget and meeting minutes are for HOA members only. Log in to your Owner Access Portal to obtain these documents.

Virginia Property Owners Complaint Resolution Process

Pursuant to Virginia state law, all homeowners associations must maintain a system to respond to complaints directed to the HOA. Please click here for the Complaint Procedure form. If after following this procedure, you are still unsatisfied, you must appeal to the state Common Interest Community Board.

Change of Address

Please notify Coventry Group if you relocate but do not sell your home. You can update your information through your Owner Access Portal or you can Contact Us. This assures that you will receive all pertinent information relating to the HOA.
